The "American Recovery and Reinvestment Act of 2009" was signed into law on February 17, 2009. According
to the ACT,
H.R.1 Section 4101, physicians who implement an EHR (Electronic Health Record) system
received stimulus payments.

Interoperability is a key component of EHR systems, as specified on the hhs.gov website.  Interoperability is
defined by the HHS as "ensuring that system can connect to, and exchange information with, other systems".
